Bremer has extensive quotes from the people he spoke with (Bush, Rumsfeld, Rice, etc.) and it seems unlikely that these are accurate. I haven't heard that Bremer has a phenomenal memory and he makes no mention of keeping a journal.
Bremer also makes no mention of the incompetence of the CPA.
