Fred Kagan, a military historian at the American Enterprise Institute and a vocal supporter of Bush's troop buildup and wants it sustained well into 2008, said Wednesday the GAO report is likely to offer little news since it is already known the Iraqis have met few of the benchmarks.

Kagan said in a telephone interview that he sees a 99 percent chance that Bush will decide against any early withdrawals of troops from Iraq. Kagan foresees Bush letting the troop boost run its natural course, which would mean removing the five extra Army brigades between about April and August of 2008.
