But what we have seen in a pretty dramatic fashion is political reconciliation at the local level. We first saw it in the most unlikely place, Anbar province. A year ago, military intelligence said it was gone, the province was lost to al Qaeda. And yet we have seen the so-called Sunni awakening, in which Sunni have reconciled themselves to the presence of a Shia-dominated government in Baghdad and turned with enormous violence on al Qaeda.
The Sunnis HAVEN'T accepted a Shia-dominated central government (see here and here) and probably never will.
