I know I've mentioned before that Arizona is in a recession but this is the first major local sign I've seen.
City to freeze hiring, make deep cuts

Arizona's swooning economy has claimed a fresh victim — Tucson's city budget. City officials learned Tuesday the projected gap in next fiscal year's budget is $12 million, double what they thought it was two weeks ago.
The city had projected sales tax collections increasing 4.5 percent over the 2006 holiday season, City Manager Mike Hein said, but actually took in less than last year.
As a result, the city is instituting a hiring freeze on its 370 open positions and cutting all maintenance and improvements except for cases involving the safety of the public or complying with state and federal requirements. It is deferring all acquisitions of equipment or software — even canceling items already ordered.
