It's not single-payer but it does greatly increase coverage while lowering overall cost. The plan is known as Health Care for America and was developed by Prof. Jacob Hacker of Yale University.
One thing missing is an emphasis on health education. Just as the effort to cut down on smoking has been a success (see graph below from Gallup), I think a long-term committment to increasing the public's awareness of healthy living would be a success.
