The report by Justice Department Inspector General Glenn Fine raised questions about overly broad "blanket" records requests that didn't comply with legal requirements. It also cited one investigation in which FBI officials obtained a subject's private data by issuing an administrative subpoena -- without a judge's approval -- after twice being told a secret federal intelligence court likely wouldn't approve the request on First Amendment grounds.
Given the enormous amount of power Pres. Fredo has in this area, I'm surprised that the thousands of NSL's havent' resulted in more arrests and indictments.
