Kyl: Don't expect much from Congress

"The law (allowing increased foreign intelligence gathering) has lapsed. It needs to be reauthorized. During this period of time — it has been almost two months now since the law lapsed — we have not been able each day to begin collection against targets that we know exist. We know their telephone communications and e-mails are occurring, and we don't know what they said yesterday, or the day before that, or the day before that."
If we "know" as much as Kyl claims, we should be able to get warrants.
