Of course what Bush "learns" he doesn't always tell the public. He learned for example there was an Iraqi insurgency in 2003, but denied it and told both military and civilian representatives to deny it to the press and public for the better part of a year.
It is safe to assume he also has learned the majority of the Iraqi public has polled as approving of insurgent attacks on US forces, provided no Iraqi civilians are endangered. That sounds like a "democratic" majority to me, one more evidence Bush has no intention of spreading "democracy" in the Mideast-another being the undermining of Hamas as soon as it won another democratic election.
