The guarantees of protection contained in the Fourteenth Amendment to the Constitution extend to all persons within the territorial jurisdiction of the United States, without regard to differences of race, of color, or of nationality.

COLMES VERSUS ROVE
Alan Colmes took on Karl Rove over the issue of Habeas Corpus for Guantanamo prisoners and Karl lost. John Amato at Crooks & Liars provides the video clip and a partial transcript of the exchange. On his radio show, Colmes mentioned a Supreme Court decision that ruled the 14th Amendment applies to persons, not just citizens, in territory under U.S. control.
