The criminal Bush regime coerced the CIA to produce a "sales brochure" for the Iraq War that was essentially completed in July 2002. The subsequent NIE and the "white paper" extracted from it basically repeated the false claims in the July draft - there was no objective review of the intelligence.

A part of the draft is available from George Washington University's National Security Archive in PDF format here. This solves a puzzle I never finished working on: How did Libby tell Judith Miller the results of the NIE a month before it was even begun. This report:
