WAS RICE THE WORST NSA EVER?

Richard Armitage and Larry Wilkerson thought Rice was a pretty bad National Security Advisor and I'm sure that Cheney had a large role making her ineffective. Cheney didn't want the national security system to work because he wanted his ideology to prevail and he used his power to make sure others wouldn't get in the way. Writing about an illegal surveillance which we still don't know about,Barton Gellman of the WaPo writes:

National security adviser Condoleezza Rice had the clearance, but Cheney did not invite her to the meetings that mattered.
