The analysis adds that "the[Torture] Convention permits the use of [cruel, inhuman, or degrading treatment] in exigent circumstances, such as a national emergency or war."
This came from "Legal Principles Applicable to CIA Detention and Interrogation of Captured Al-Qaida Personnel" document, which was unsigned, undated and was attached to some document (redacted) on June 16 2003.
It's nice that torture conventions permit torture!
