When asked by Varney how Republicans could reform entitlements without cutting benefits or raising taxes, Blackburn called for "cutting back the bureaucracy that surrounds the program," and said many town hallers have suggested just that.
The overhead for Medicare is about 2-3% and the cost of the bureaucracy is included in that figure. In private plans, such as Medicare Part D, the overhead is 9.8%.
