Matthew Dallek points out that conservatives over the last 30 years have backed an individual mandate for health care reform, including Stuart Butler (Heritage Foundation), Milton Friedman, Bob Dole, Bill Frist and Mitt Romney.
What changed? The Democrats now control Congress and the White House.
