Well, the word "achievements" can be taken also as short term/ ephemeral, accepting a vague premise which,granted you didn't necessarily mean.
BP catastrophe, war, Gitmo, violation of civil liberties are continuation of Bush-Cheney policies and most of O's declining poll numbers involve positions and challenges not sparked by nor likely to be dealt with effectively by any hypothetical GOP mainstream challengers.
