THE REAL INSULT
No, it wasn't Pres. Obama's thoughts about Israel and the Palestinians, it was Israel's decision to go ahead with 1,500 NEW settlements in East Jerusalem. From Think Progress:

The proper reaction is an immediate cutoff of aid. If Obama doesn't do it, the Arab-Moslem world will believe that the whole thing was prearranged political theater. Which is worse than Obama not having made the first move in the theater--even if it's not objectively theater.
"Throwing Israel under the bus" however would involve setting a date by which Israel had to evacuate the West Bank and Samaria.
The message being exactly what Saddam heard vis a vis Kuwait and the actions taken the same.
Since the UN has called for this decades ago, the analogy is also exact.
