THE REAL PROBLEM WITH THE U.S. SENATE

I don't think the filibuster is the main problem although that rule does need some adjustments.  Here's the 2010 Census population data:

Maine 1,328,361
Hawaii 1,360,301

These 14 states have a total population of 15,578,334 which would put them between 4th place Florida (18,801,310) and 5th place Illinois (12,830,632).  The problem: these 14 states have 28 U.S. senators but Florida or Illinois have only 2 each.  Worse, California has 37,253,956 and only 2 senators.
