CNS News is part of Brent Bozell's agit-prop empire so it's natural for wackos like Mark Levin to link to the site.  In this case, the article is another fraud:

The article gives a link to the government web site that has the number, www.regulations.gov. If you take the time to filter the results for only rules, you get 929 results. Of that number, only 836 are in fact rule making.
