WAIT JUST ONE SECOND!!!

Back on June 23rd on ABC's This Week, National Security Agency Director Gen. Keith Alexander said:
“What Snowden has revealed has caused irreversible and significant damage to our country and to our allies,”
Almost a month later, the whine changed a bit, at least that's what we got from Deputy Secretary of Defense Ash Carter:
"We are assessing the damage" from the Snowden leaks, the Pentagon official said. "I can just tell you right now the damage is very substantial…Job 1 for us has to be to defend our own network and this is a failure to defend our own network."
