I haven't done an exhaustive news search but I'm pretty sure we knew that the CIA had some sort of outpost in Benghazi within a week (see update) or so of the attack. I'm puzzled why Jake Tapper thinks this is "new":
Exclusive: Dozens of CIA operatives on the ground during Benghazi attack
UPDATE: Here's a little evidence for my claim:
How Petraeus Turned the CIA into the Good Guys in Benghazi
Elspeth Reeve May 22, 2013
The Atlantic Wire
The existence of the CIA annex — where two people died in the second round of attacks in September — was classified. It wasn't clear till a month after the attacks that the Benghazi post was mostly CIA, that two-thirds of the people evacuated were agency employees.

If they were running arms (and it wouldn't have been to Assad) don't you agree, there's the scandal?
I'm not sure. (really)
There is no place in the Middle East the US government isn't engaged in perfidy. From the vantage of the denizens. Except Israel of course.
I don't think it's that bad (perfidy everywhere) but I do think we should disengage.
