THE SENATE FOREIGN RELATIONS COMMITTEE & SYRIA

The resolution by the committee authorizing the use of military force against Syria is now online as a PDF file and I found two important caveats:

SEC. 2. AUTHORIZATION FOR USE OF UNITED STATES 

ARMED FORCES. 

(b) REQUIREMENT FOR DETERMINATION THAT USE 
OF MILITARY FORCE IS NECESSARY 

(4) it is in the core national security interest of 
the United States to use such military force;

SEC. 3. LIMITATION. 

The authority granted in section 2(a) does not authorize 
the use of the United States Armed Forces on the 
ground in Syria for the purpose of combat operations.
