BEHIND THE CHANGE IN FILIBUSTER RULES

According to this NYT article, the Democrats were upset by lower court decisions against abortion and birth control  that involved right-wing ideologues that Bush put on the courts, esp. Janice Rogers Brown, who seems to think that the use of contraceptives is a "grave moral wrong."
