Council in Washington D.C., Reagan rejected a moderate State Department draft and instead instructed his
speechwriter, Pat Buchanan, to draft a version arguing that Mandela's African National
Congress (ANC) employed "terrorist tactics" and "proclaims a goal of creating a
communist state."
