I READ THIS REUTERS ARTICLE BECAUSE...

Warren Strobel was one of the authors.  I first came across Strobel when he worked for McClatchy & Knight-Ridder and I was a bit disappointed because Strobel seems to blame Pres. Obama being in charge of foreign policy without taking the Establishment View of foreign affairs.

A distinction without much of a difference in that Obama has chosen not to defy the Establishment on much of anything, assuming he ever wanted to.
Panetta is a liar but aren't they all?
If the US had stayed in Iraq in violation of Iraqi sovereignity and the Bush agreement, the insurgency(ies) would have continued at much higher level and Panetta knows it.
He also knows the CIA helped train ISIS, to get Assad, which failed. He also knows Obama did pressure Maliki for a sofa, but Maliki feared for his own survival as a puppet had he so agreed, among other reasons for his turn down.
