Forget the Benghazi crap; we really need a special investigation into how the Russians seem to be beating the US at electronic warfare.  I know the Russians are terrific at "blackboard science" but that's several steps away from useful weaponry.

Lt. Gen. Ben Hodges, commander of U.S. Army units in Europe, has described Russian EW capabilities in Ukraine as “eye-watering.” Ronald Pontius, deputy to Army Cyber Command’s chief, Lt. Gen. Edward Cardon, told a conference this month that “you can’t but come to the conclusion that we’re not making progress at the pace the threat demands.”
We spend more than 7 times as much as Russia on defense, approx. $619 billion to $85 billion.
