Spencer Ackerman at TPM Muckraker filed a FOIA and got the scoring guidelines on death from MNF-I. He provides an image file of the response and I've excerpted a couple of passages below. Note that NO same-sect violence, such as Shia-on-Shia, are counted in the MNF-I totals. Also note that even though some of the Iraqi security forces are predominantly Shiite, attacks against them also aren't counted as sectarian violence.
