Earlier on Thursday, Senate Majority Leader Harry Reid, D-Nev., fell short of the 60 votes needed to proceed to a vote on a larger energy bill that would have replaced tax breaks for oil and gas companies with tax breaks for investments in solar panels, wind-power projects, and other sources of renewable energy.
