OK, let's start with Cheney. He met with King Faud of Saudia Arabia prior to the first Gulf War.
Al Gore? While still in Congress, he had a large role in nuclear arms control and did meet with foreign leaders.
Dan Quayle? It doesn't matter - Quayle was and is an IDIOT.
George H. W. Bush met with foreign leaders before becoming VP, including Deng Xiaoping of China.
Over the last 28 years and 4 VPs, 3 had met previously with foreign leaders.
