OK, LET'S START AT THE BEGINNING...

This is the mission statement of the U.S. Dept. of Transportation:

Serve the United States by ensuring a fast, safe, efficient, accessible and convenient transportation system that meets our vital national interests and enhances the quality of life of the American people, today and into the future.

This is part of the mission statement of the National Highway Traffic Safety Administration (NHTSA):

Dedicated to achieving the highest standards of excellence in motor vehicle and highway safety, NHTSA works daily to help prevent such crashes and their attendant costs, both human and financial.

Toyota prefers a different, self-serving version of the mission statements,

The July 2009 presentation also says the Department of Transportation and National Highway Transportation Safety Administration “under Obama administration” is “not industry friendly,”...

You won't find "industry friendly" or its equivalent on either the DOT or the NHSTA sites.
