Both Democratic challengers won seats on the Tucson city council and one of the losers had this to say:
She also said Democrats were motivated by strong feelings against President Bush and the war in Iraq. LINK
This dissatisfaction was also important nationally:
Of the 20 percent who said they voted in part to show opposition to the president, the most disaffected were young voters, women, blacks and low-income voters. LINK
Tucson is properly decribed as a low-wage city in a low wage state, so I'm still surprised that the Republicans won the seats in the first place.
