IS THIS TRUE?

Graham, Lieberman and McCain argue that in Afghanistan, the Taliban want to "re-establish that country as a terrorist safe haven." I haven't come across any evidence for this and Juan Cole notes that Gen. McChrystal stated that there are few Al Qaeda in Afghanistan.
