Anne Norton in her informative book Leo Strauss and the Politics of American Empire brings attention to an essay by Paul Wolfowitz in the 2000 neo-con book Present Dangers. In it, Wolfowitz argues for the use of tactical nuclear weapons to preserve Pax Americana.
